Chromebook screen opening windows by itself

When the Chromebook is opening windows by itself, the digitizer has been damaged.  You need to turn off the touch-screen option for the user (it will not disable it for the device)

load chrome and type

chrome://flags/#ash-debug-shortcuts

Choose debugging keyboard shortcuts and change to ENABLED

reboot the machine and press Shift+Search Icon+T 

this will turn off the touch screen.  you can turn it on the same way.
